Release notes for 1.10.0

This is a new minor release, adding initial support for package globs (specifically on FreeBSD), and an on_change option for the mkdir command. It also includes an assortment of documentation updates and bug fixes.

Upgrade is recommended for all users. Full changelog is available on MetaCPAN.
